Sir,

With reference to your letter of the 9th instant,

Goutte's 27059/16, I am instructed by the Director of the

War Trade Department to state for the information of

Mr. Secretary Bonar Law that he sees no objection to

general authority being given to the Governor of

Hong Kong to allow the transhipment of silk to any

firm in the United States of America who are not on

the general Black List as is suggested in the third

paragraph of your letter.

Lord Emmott is, however, of opinion that the

whole question of the export of silk from Hong Kong

should be considered with reference to the letter from this Department of the 13th instant, No. 7655/16, 119/30

in reply to your letter of the 31st May, Ho 5138.
